Among the measures proposed by Prime Minister Tony Blair on Friday:

• Create a criminal offense of "condoning or glorifying terrorism ... anywhere, not just in the UK."
• Anyone who preaches hatred or violence could be deported.
• Extend the use of home arrest for Britons who cannot be deported.
• Strip citizenship from naturalized Britons "engaged in extremism."
• Close places of worship used as centers "for fomenting extremism."
• Draw up lists of radical preachers who will not be allowed to enter Britain, and a list of radical Web sites and bookstores. Any foreigner who "actively engages" with those places could face deportation.
• Consider holding terror suspects for three months without charge. The current limit is 14 days.
